User Agreement.

This agreement sets out the terms on which Changer will grant you access to, and rights to use, its Services relating to virtual assets, fiat currencies and stablecoins.

The short version: apply in-app (21+; not a US person); pass KYC/AML; open one wallet per asset; deposits & instructions happen through the platform with announced cut-offs; custody follows FSRA rules; conversion runs against Approved Liquidity Providers (Arranging 2% / Dealing 2%); fees are per the publishedschedule. The platform-issued agreement below is the controlling text.

1 · Introduction & entity

  • Changer is authorized and regulated by the FSRA to Provide Custody, Arrange Deals in Investments and Deal in Investments as Agent in Virtual Assets, under Financial Services Permission Number 220142.
  • Registered address: 2105, Level 21, Al Tamouh Tower, Al Reem Island, Abu Dhabi, United Arab Emirates. Ultimate holding company: DAS Holding LLC, Abu Dhabi.
  • Gulf Standard Time applies to references to time of day; communications are in English and take place primarily by email; conversation recordings are kept at least 6 years.

2 · Who you are when you sign up

By applying you warrant that: you are a natural or legal person aged 21+ with full legal capacity; you've read and understood all provided documents; you are not relying on anything we say as investment advice; you are the legal and beneficial owner of funds you deposit; your use complies with your local laws; you have not previously been suspended; you have authority if acting for an entity; and you are not a US Person.

3 · Access to services

Apply online, provide supporting documents, and agree to the terms. Your rights take effect only after due diligence, identity verification and confirmation “you are fit and proper” under COBS 2.6.2 knowledge-and-experience assessment. We may amend or restrict the service on new information affecting your client classification or risk assessment.

4 · Risk warnings

Virtual-asset activities carry substantial risk of loss and may not be appropriate for everyone; we publish and keep current a Risk Disclosure Statement, which you acknowledge having read and understood by entering into the agreement. We may impose account or transaction limits where reasonably appropriate for your circumstances.

5 · Client classification

You are classified Retail or Professional per COBS. We'll notify you of intent to treat you as Professional; you may object within 14 days (or before first use) to be Retail with the higher protection level, by email to support@changer.ae. Classification is reviewed periodically (≤every 12 months) and can change with notice.

6 · Financial-crime prevention, sanctions & controls

  • We run AML/CFT, customer due diligence, screening, transaction monitoring and suspicious-activity reporting; you must provide KYC documents and may face enhanced due diligence (with associated costs for those procedures), plus brief settlement delays where transactions require review.
  • We may freeze, block or hold your account if you are from a high-risk jurisdiction, targeted by Sanctions, unlicensed-relevant, fail due diligence, or upon regulator instruction — with notification obligations within 24 hours unless legally inappropriate. For individuals, death-of-client protocols freeze the account until a fiduciary opens a new account.
  • Indemnity for our freeze decisions applies unless caused by our breach, gross negligence, wilful default or fraud.

7 · Services: custody, arranging, dealing

Custody service

Open one or more wallets (per fiat/stablecoin/accepted asset). Deposits only from bank accounts or external wallets verified under your account; counts as available only on confirmation. Withdrawals require your verified destination; failures beyond our gross negligence, wilful default or fraud are not our responsibility. Wallet closure requests are accepted anytime; fees due are deducted at closure.

Arranging service

We arrange transactions between you and Approved Liquidity Providers: seek/receive quotes, transmit instructions, settle. We owe no suitability or best-execution duty for arranging itself and act not as agent; the transaction is between you and the provider.

Dealing service

We deal as your agent with Approved Liquidity Providers: request quotes, execute your orders, settle. Funds for orders are placed on hold until filled or cancelled; confirmed trades bind and generally cannot be reversed if market moves beyond the confirmed price; errors may be corrected or cancelled/refunded; orders may be aggregated; confirmation notes are sent promptly (≤2 days), and best execution is sought for aspects outside your specific instructions under FSRA rules.

8 · Using your account & security

  • Treat passwords/API keys/signatures as confidential; you are responsible for safekeeping; notify us immediately of unauthorized access or suspicious activity.
  • We can suspend/restrict deposits, withdrawals or service to protect security, on fraud suspicion, legal prohibition, or per agreement.
  • Instructions are given as notified by email/platform for deposits, withdrawals, arranging, dealing.

9 · Forks, protocol changes & third parties

We don't own or control underlying protocols; hard forks/airdrops materially affecting accepted assets trigger notifications on the website and/or by email. Third-party service providers (liquidity, banking) may be engaged in transaction execution, settlement and escrow.

10 · Fees, statements & confirmation

Fees follow clause 16 and the published fee schedule (custody 0.5%/yr average-balance billing; withdrawals per asset; arranging/dealing 2%). Statements describe custody statements (payment-date emails + account page). Confirmed trades confirm within two days; statements remain accessible on your account page.
